Objective of Expanded Volunteer Programs: To recruit, develop and productively use a substantially expanded core of volunteers to bring preventive “Front End” focus on the causes of heavy shelter workload and consequential dog/cat carnage in so many animal control agencies throughout the U.S. and abroad. This expanded program is to complement and alleviate the efforts of those volunteers who work so diligently to deal with the “Back End” ‘mop up’ aspects of irresponsible pet owners and indiscriminate/irresponsible backyard breeders (‘BYB’s’) – both deliberate and accidental. Currently, the focus of shelter volunteers is predominantly on ‘back end’ efforts which include rescue, adoptions and transport.
